Position and Time Gateway

The world relies heavily on the Global Positioning System (GPS) and similar satellite navigation systems. So GPS receivers are very common, and are often embedded inside electronics (the cell phone, for example). If GPS is not available, then no position can be determined. It is understood that other methods (RADAR, for example) are available to determine one's position and the time of day. However, a position and time "gateway" is needed to take the position and time data, and get the existing GPS receiver to converge on a solution.
